To romance Lady Rosa, you must have done a few things throughout the game: Step 1: Completed her missable side quest "Rosa's Book", only doable during Main Quest 18: Taking French Leave: https://youtu.be/6lNWYeJGa_8 https://www.powerpyx.com/kingdom-come-deliverance-2-rosas-book-walkthrough/ Step 2: Rescue Rosa from von Bergow in the tower during Main Quest 23: Dancing with the Devil. Don't threaten to burn down the tower with Rosa in it, you have to pick the dialogues to help Rosa and then go into the tower and kill everyone. You can then kiss her to conclude the romance. You should also have maximum reputation with her, so always pick the "nice" dialogs throughout the game at every chance (golden smiley face in top right corner, not the red face icon).
