There are 8 Frozen Flame Locations in God of War Ragnarok to fully upgrade the Leviathan Axe. Each Frozen Flame grants 1 Upgrade for the Axe. The Axe starts at Level 1, the Maximum is Level 9. Because it already starts at Level 1 this means 8 Frozen Flames are needed to reach Level 9. Most come automatically from the story. You can get the rest after the story in free roam. If you forgot to loot a Frozen Flame you can pick it up from the blue chest at the blacksmith. One of them requires you to get all 6 Frozen Sparks, which come from the 6 Hel Tears. The 6 Frozen Sparks turn into 1 Frozen Flame automatically.
